No, because:

    Nmh-Attach: foo
    User-Agent: nmh-1.7

is more informative than:

    Attach: foo
    User-Agent: nmh-1.7

And, "This means, moving forward, we only generate nmh-* headers,
while continuing to accept the old ones."
