UTC Time is actually defined in IS 8824 (ASN.1), which is the standard that
needs to be changed. I will try to track down someone who attends the
meetings and see if there are enough meetings left to get it changed (there
should be two editing meetings left, I think). If not, there is always the
defect report route.
We should, of course, have a proposal for a new format, which would,
presumably, allow a four-digit year (optionally) as well as resolution down
to seconds (also optionally). There will likely be compatibility problems
with existing OSI applications, too.
Note that the ASN.1 GeneralizedTime type (UNIVERSAL 24) already dseems to do
what we want; it contains the date (4 digit year), followed by the time to
any precision allowed by ISO 3307 (including, I believe, hours, minutes,
seconds, or fractions of seconds).
