        I encourage the suggestion about adding two century digits to
UTCT, but the seconds field is already an option and is not the same
sort of issue.  The issue here is what constitutes a DER for UTCT.
A similar ambiguity (with regard to DER) arises for the choice of
representing time zone info either as "Z" or an offset.
