Maybe the Internet PCA Registry (IPR)?

CIR overloads the Committed Information Rate of Frame Relay fame.

How about this:

The thing we call a PCA really authorizes a CA, so it is a CA Authorization
Authority (CAA). The Internet Society then becomes the registry of CAAs
or Internet CAA Registry or ICR.
