Thanks for the information. An IV of 0 is the sensible way to do it. I noticed that 1115A cited FIPS 113, but I don't have a copy. I understand the need in a complex standard to incorporate facilities by reference (such as the specification of DES), but its nice to have standards as self-contained as possible. I suggest that a phrase like: "The IV value for the DES CBC computation is 0." be added to the end of the second paragraph of section 4.1 in 1115A. -Allan
