Re: [Peter Williams: Perhaps OSI security is not possible in a liberal community!]

Ill use up my quota of measured, if PSRG contentious, contributions for
this month by simply asking:

transfer a copy of PEM through the
   >U.S. Government to John Laws.
   >

Did this succeed? I am told that the US-UK Diplomatic Memorandum of
Understanding allowing COCOM to be case-exempted US<->UK, has fallen
through owing to an inter-governamental diplomatic row.

It is a very important fact to determine. If John loses his battles,
then there will simply be no open piloting/operation of security
services allowed in the UK, never mind export. Its touch and go,
politically.

Some form of DRA evaluable, interworking, stable UK-US user-oriented
PEM service in the open community, quickly, will probably make a
difference to the outcome. This is on the grounds that acceptable
patterns in the use of cryptography might be shown to be engendered
amongst the user community which do not intefere with (UK) National
Security.

Our window of liberal MOD perspectives is closing. As various programs
are beginning to want to pilot user services, we are now having to justify
its continued aperture. We need all the evidence we can get.
