Speaking for our own implementation, there has not yet been any
success in transferring TIS/PEM through the U.S. Government to John
Laws.  The disruption in the MOU does appear to be part of the
problem.

I don't know if this is a dead issue; it's really a matter between the
U.S. and U.K. governments.  Meanwhile, TIS is pursuing the development
of an exportable version of PEM using export-approved algorithms.  Not
the the most ideal solution, but the only viable path we see at the
moment.
