RSADSI's PKCS #7 document addresses the issue of multiple signatures (joint and countersignatures) quite well and also allows per-signer sets of other attributes (like comments and timestamps). The single-signature version is "cryptographically compatible" with PEM, too, so it would likely be a good thing to look at... / Rich
