certificates, as our Low Assurance PCA statement will clearly indicate
that such certificates carry NO identity assurance.
So what do I need them for? This seems to me like a drivers licence
in yellow, which means this may or may not be a valid drivers license
(or make it a passport or any other document). As long as it is known
to be insecure, does it have any practical value except showing "Hey,
I can send PEM messages"?

I have been reading along and am now replying to you. That means that
you and I are having a conversation. You don't know with any assurance
where I work and I don't know where you work -- or anything else about
one another.
For this conversation, that doesn't matter. I form my own opinions of
someone based on what he writes.
What does matter to me is that each message in a conversation be from
the same person. For that, all I need is Persona certificates (or
RIPEM signatures, for that matter).
