I agree with Tom's suggestion for EDE as the preferred approach, and for avoiding overkill (fi we have not already passed that point). Availability of hardware that does EDE is certainly a reasonable input to the decision process. I disagree with the suggestion for any need to encipher the IV, and note my previous message about using EDE as a code book, in which there would be just one IV and only the first 8 bytes of the message would be involved, as is currently the case.
