NOTICE: Multiple PEM-DEV messages

One of the PEM-DEV local redistribution sites has been inadvertently
reflecting postings back onto the list.  With the recent flurry of
postings, among other distractions, it took me a while to realize that
the problem was occurring.  The site has now been temporarily removed
from the master list until the problem is corrected.
