There's really not much coupling between the two issues. Suppose we
follow your point, viz. we should work as hard as we can to change the
export laws. Then we can ask whether choosing the current framework
with plaintext IVs undermines this campaign in any significant way. I
don't think so. And conversely, I don't think it would help the
campaign in any noticeable way if we deliberately choose enciphered
IVs.
My "negative" approach is more robust. I don't think it compromises
either principle or opportunity.
