There may be excellent sources of unimpeachably random numbers such
as extraterrestrial RF sources, but if the notary cannot be trusted
to keep its clock running monotonically, who is going to trust the
party that records the RF not to "sell" a future slot to someone who
makes a credible string? Maybe if the random nos. came from events
beyond human effect that were universally perceptible in a uniform
way, but otherwise trust is involved somewhere. And, with a good
enough astrologer, perhaps even that would not make it...
