I assume that it is envisioned that certain communities would set up their
own crl vault/servers so that they can easily get the most uptodate crl's.

If PEM was being used to convey monetary transfers, I would want to get a new
CRL for each transaction. How often do the credit card check companies get
the stolen cards list? every day?
