One thing you said that puzzles me, though, is a mention of
"distance" to a CA or PCA. What sort of metric for this distance
did you envision?
Mostly I was considering the "hassle factor" involved in fetching a
current CRL if one did not have a copy handy. Factors involved
include, but are not limited to: network bandwidth between you and the
CRL database(s) (which may be "zero" if you're using an off-line mail
reader[1]), administrative policies, network firewalls, how much
traffic you normally exchange with folks at the other CA, etc.,
