        Thanks for the clarification.  To the extent that PEM provides
for uniform CRLs retrieval via email-based access through PCAs,
firewalls should not pose problems. Since CRLs for ALL CAs and PCAs
are available via this mechanism, they are all equidistant, using that
metric.  However, if you have some CRLs in your cache but not others,
and especially if you are reading mail offline, then there is a
noticeable difference in costs for different CRLs.
