In retrospect, then, perhaps I made a rather serious tactical error by
going to GTE's corporate lawyers to get their blessing, PRIOR to having
established a sufficient business case or ground-swell of user support.
It is always the lawyers fault ! :-)
On a serious note,
My undergraduate degree in Poli-Sci taught me that laws (and lawyers)
typically play catch-up with what is actually being done. It is not
a predictive discipline and cannot work well without a context. It
needs
people who are brave enough to 'go out there and do it', e.g. take
risks. Legislators are in much the same position as lawyers and judges.
What does this portend for the "Information Superhighway", and the
scads of regulators waiting for funding ?
