IPRA status

I would appreciate if someone could give a status report 
on the current discussion about IPRA and the reasons why
it hangs. I think it will be useful for anyone who plans
to deploy PEM to get a better understanding where we are
and what can be expected.

Many peole here guess it will never come into existence. 
Is this a reasonable estimation? If not, can anything be 
said about time scale, fees etc.
