I am working for MPACT Immedia a compagnie providing an electronic commerce 
products and services.  I am exploring the technology presently available to 
offer a secure e-mail service to our customers who are located in many 
countries around the world.
   
My first question would be about the law that restricts the exportation 
of encryption technology.  Has it changed in the past few years or is DES 
still barred from export?

The law has not changed greatly although the folks in congress are arguing 
to get it changed. DES can not be exported except to banking and financial 
institutions and then only to co-com (friendly) countries.

There are alternative and accepted encryption algorithms that can be 
exported but only if the proper licenses are obtained from the US Commerce 
department or US Defenese department.  
   
Also, I would like some information on how to get RSAREF. I would also like to 
know what will be the cost of a license for TIPEM or BSAFE assuming
we have thousands of customers.  I thank you in advance for any information 
you will provide.

For your information, the company that I work for builds a product based on 
RSA technology called SECURExchange. This products works under DOS and 
Windows with any E-mail client that can support the attachment of messages.

From your description of your needs, I think that I could save you a lot of 
work (and time and money) in setting up a secured e-mail systems that uses 
X.509 certificates, provides protection against disclosure, message 
authentication and digital signatures. Our product can be exported and used 
in most countries around the world.

Please let me know if you would like additonal information on SECURExchange 
or would like a working model of SECURExchange for testing.
