FYI, someone has misinformed you.
The Navy has extensive active involvement in DMS development and in
planning for deployment of equipment currently being built and acquired
under various contracts and subprograms of DMS.
DMS is mandatory for use for the entire DOD, and some other people, too.
The DMS Panel is a 1-star+-plus coordination panel chaired by ASD/C3I.
Every DOD Service and agency has signed off at the JCS level on the DMS
architecture and procurement and deployment plans. Every Service,
including the Navy, is now in the process of updating its DMS transition
plan. The DMS Program Office (try Tom Clarke or his secretary, Gwen
shumway, last I knew, at 703-285-5226) can provide you with specific names
and numbers for the Navy POCs for the DMS program. You might also send a
