One of the reasons for us pushing on MIME is that we got considerable
feedback from potential PEM users that it had to be integrated with MIME.
MIME may actually be an enabler of faster adoption, not an impediment.
Users without MIME can translate into and out of the MIME-PEM format with a
simple front end. Or, to look at it another way, users without MIME can
generate enhanced text-only MIME-PEM messages with a simple packager added
to the TIS PEM code, and the same software can receive text-only MIME-PEM
messages. At least that's the way it's supposed to work...
