Re: section 4.2.1 Authority Key

Useful stuff to look at for security labels would be:  X.400 security label
(hierarchical classification plus buckets for security "categories", one
of which is obviously a "compartment"), and the NIST draft FIPS on the
standard security label (extensible even more than the X.400 label).
