   It delays progress because the implementation of the RFC 1422 PEM,
   i.e. the TIS/PEM Version 6.1 has been removed from the ftp site at
   TIS.  Even if the new MIME-friendly implementation support the RFC
   1422 PEM, anyone with existing PEM user base has to convert to using
   MIME to be unable to use or expand their use of RFC 1422 PEM.

But that's not a matter of whether or not MIME/PEM is advanced or not.
That's an issue of the availability of one specific implementation of
RFC 1422 PEM.  Even if MIME/PEM had never even been dreamed up by any of
its authors, if TIS had pulled version 6.1 from their FTP site, it would
have had the same effect.

Fortunately, there's an easy way to solve this.  Jim, how much work
would it be to make TIS/PEM 6.1 available on the ftp site at TIS?  Ali,
if version 6.1 were made available, would this address your concerns?
