Re: require key selector to be public key

        Since name forms are only useful for certification information,
        I suggest we keep them, but move them into section 5, Key
        Management Content Types.  Name forms don't even need to be
        specified earlier in the document.  The Originator-ID and
        Recipient-ID only need the public key identifier.

Jeff, I like the first suggestion but not the second.  Moving the name
forms so that they are only included with the certification information
has a lot of appeal.

However, I don't want to do this now. I'll have to think about the
implications of doing this and I don't want to delay these documents any
longer.  What I will do is add this suggestion to the list of things to
be visited when the document is advanced from proposed to draft status.
