PEM has the concept of headers inside the encapsulation boundary, so a liberal
interpretation of PEM would seem to allow for "MIME-Version: 1.0" and/or
"Content-Type:" lines in the encapsulated header.  This is actually what I'm
leaning towards at the moment, although it doesn't address encryption of
individual content elements, only complete messages.  

Amanda, talk to Motorola who have working classic PEM product on these lines
on Windows, MAC, and UNIX. Futhermore, they can sublicense their
messaging technology, including RSA. Talk to 
Robert_Frith(_at_)email(_dot_)mot(_dot_)com(_dot_)
I suspect you will have a lot in common. Furthermore, there is no problem
with S/MIME products when acting in consort to provide a MIME object solution.
