As an official throws a penalty marker on the play.. assessing 5 yards
from the line of scrimmage for excessive parse errors...
Is this saying that:
a) There is no requirement for the infrastructure to provide repudiation
or
b) an infrastructure that happens to provide repudiation "free of charge" will
be rejected, as the mere presence of repudiation is unacceptable?
