b) an infrastructure that happens to provide repudiation "free of charge" will be rejected, as the mere presence of repudiation is unacceptable?
This is my belief. VISA have made it clear that they do not wish other people to be using their credentials for their own purposes. Problem is that providing non-repudiation only to particular parties is a non trivial problem. Phill
