(Do I understand the issue correctly? I confess that I don't see exactly
what situation people might take a credential/certificate from a credit
card company and use it for identification in such a way that the credit
card company would object. Perhaps a concrete example would be helpful.)

The example I have heard from Visa is the use of the Visa credit card by some
hotels as keys to openning the room doors. They don't like it although I am
not sure they have specified why in more detail.
From the W3C payments workshop last week, I think it is fair to say that the
audience raised issue to Visa not using X.509 v3 style certificates for STT and
that Visa said that they will consider their choice, again, carefully.
