I don't see how this would help Perl in anyway. This encoding method
makes FOO, FOOed, FOOs, FOOing, all different. 

Not to mention, that Perl would have to supply a dictionary for every
language on the planet (or even beyond.) And what about new words,
and coined words, and variable names.

Might be useful as a Module but I can't see how perl could profit from
this.
