We need to allow Unicode "national digits" in literals ASAP.  This
will solve the problem on Perl side.  On C side, we may want to
at least introduce

#define PERL_zero ((IV)NULL)

What to do with uno?  AHA!

#define PERL_uno  (3-2)

I'm not sure whether one can use CAT7 and the above macros to
construct longer literals, as in one hundred one...
