generating XML hex character entities on the Macintosh

Hello,

I hope someone can help me something important to a project I am working
on. First off, lest I be sent some answers that I can't use, here are the
specifics:

1. I need to be able to generate XML Unicode hex character entities from
any encoding. Generating such entities from an 8-bit ASCII file is a
relatively simple task, but how do I do this with a file in, say Big 10?

2. I am working on a Macintosh and I have *no* C background so I can't
modify a package that is not ported to Mac to make it work for me.

3. I am coming to this project from a linguistics and humanities
background, not a CS background so it would be very easy to exceed my
programming background (some Pascal and old, old BASIC and now Perl).

I see that there are publicly available modules for dealing with XML that
handle character issues, but the ones I can find exist in Unix and NT
ports, whereas my only options are Mac and Win 95. Any solution which I
find though will need to be portable to Unix and NT at some point in the
future. (I know this may sound backwards, but at present the highest
priorities in this project are Win 95/98 and Mac since those are the
machines I have.)

I apologize if this is not the right place to send this question. If it is
the wrong place, could someone please point me in the right direction.
