I'd suggested another name, but since Unicode::Normalize has already
been taken I can only think of
I can't remember if I am still owner of this namespace. If so, then I am
happy to give it up in favour of a core normalization module, agreed on by
this list. (I.e. I am losing track of which modules are out there and which
are heading towards the core for 5.8)

PS. One little awkwardness with UTR15 is that the specification (D2) of
composition (C or KC) is that you:
1. Decompose against the current Unicode database
2. Compose against the Unicode database v3.0.0
Notice that you don't compose against the current Unicode database.
PS2. Any chance that the Text::Unicode::Normalize module (if it is going
into the core) can have its dependency onLingua::KO::Hangul::Util removed?
