UnicodeData.txt has an incorrect compat mapping!

Hello, all.

UnicodeData.txt has an incorrect compatibility mapping.
I've reported it as a Unicode 3.2 beta bug to 
errata(_at_)unicode(_dot_)org(_dot_)

But is it better that this patch would be applied
after publishing Unicode 3.2?
since NormalizationTest-3.1.1 also say so (96FB == NFC(F951))
and that would be NOT A BUG according to the conformance test?
