I tried storing the data file as utf-8, but the page load completely
stalls. (I guess I need to insert some debug prints and see what
happened.) 
Would sure appreciate some pointers.

UTF8 string operations has been seriously tweaked and speeded-up during
5.8.1 development -- I have seen order-of-magnitude speedup in my
production systems simply by upgrading to maintperl, especially when
using regexes.

Maybe you can upgrade to one of the 5.8.1-tobe snapshots (e.g.
http://www.iki.fi/jhi/perl(_at_)21279(_dot_)tgz) and see if it improves 
things for
you?
