Not by design, no, but it fine for English and Italian, for example.
I think it is worth pointing out that trying to sort multilingual
data is practically doomed to fail sooner or later
because many language-specific rules simply are contradictory.
Just to clarify - you mean that it is impossible to make everyone happy
with one sorting sequence. This is true. Sorting multilingual data
isn't 'doomed' in any other way.
