Just make an /etc/shells file, a text file whose entries consist of the 
pathnames of valid user shells, one per line.

Unlike sendmail 8.x, the SGI sendmail assumes some default shell pathnames, 
even in the absence of /etc/shells.  But eventually a user gets burned...
