You're leaving out the pipe symbol at the beginning of .forward, so your
mailer thinks that /afs/ualberta.ca/home/c/f/cfms/bin/procmail is a folder
to which you want your mail appended instead of realizing that it is a
program to process your mail.
Either you don't have write permission on the procmail binary, or the OS or
the mailer won't append to a binary file, so your mail cannot be added to the
end of the procmail binary (as well it should not be).
Put in the pipe symbol, like this:
"| /afs/ualberta.ca/home/c/f/cfms/bin/procmail"
