We're using procmail 3.10. Procmail hangs when it tries to deliver mail with
this header 'HReturn-Receipt-To: "Test User" <>' found in the qf file. The
procmail command defined in sendmail.cf is "/usr/local/bin/procmail -o -t -a

I think your diagnosis is wrong. It probably is sendmail that is doing the
hanging here. Your sendmail.cf file probably has a bug. Get sendmail
8.7.3 (and, while you're at it, upgrade to procmail v3.11pre4).
