SGI's native sendmail knows about a few user shells, but one often has
eventually to create an /etc/shells file, with the valid user shells
listed one per line.  You appear to have reached that point.  (Berkeley
sendmail 8.6 and 8.7 also need this, only earlier since they don't
assume any shells.)

also, procmail isn't logging anything in the ~/.procmail/log file, and I 
even set that file to be world-writable..

Sendmail has not been invoking procmail so far, because of the above
problem.
