This is almost certainly a missing flag in the sendmail mailer definition.
We're using procmail as our local deliver agent just fine here at Gustavus
with the following mailer definition:

Mlocal,         P=/usr/local/bin/procmail, F=lsDFMfSnPe, S=10, R=20/40,
                A=procmail -Y -d $u

(This is sendmail 8.6.12, procmail 3.11pre1)

(The 'e' flag is not really needed, but I've found it to be useful when
doing evil mail spool changes)

If no flags are obviously missing, can you include your mailer definition
in your followup?
