An /etc/procmailrc only affects those who use procmail as their
delivery agent, whether because it is the local mailer, or because they
call it from their .forward.  Users could always forward their mail to
/bin/mail and skip procmail if they wanted to.  I guess this is to say
that using /etc/procmailrc for this is a quick and easy but not very
thorough method of saving a copy of everything.  You're probably better
of getting the procmail mailer hack to work.
