remailing another list, everything rejected as from daemon

HELP!!!!

I'm trying to use SmartList on NCoast.org to explode the mailing list
Theonomy-L(_at_)dlh(_dot_)com to the 150 subscribers. SmartList is rejecting all
the traffic, claiming it came from a daemon. I have tried a variety of
tricks with daemon_bias in rc.custom and have tried commenting out all
the conditions in the recipe in rc.submit that references daemon_bias.

I have complete control of Theonomy-L(_at_)dlh(_dot_)com, running V-MailServer 
and
Waffle in DOS. I have donate_list control of Theonomy-L(_at_)NCoast(_dot_)org 
as a
non-privileged user.

So, Theonomy-L(_at_)dlh(_dot_)com is the mailing list all the subscribers know
about and use. The intention is that almost all of the subscribers are
moved over to Theonomy-L(_at_)NCoast(_dot_)org, which is a subscriber of the
official list, making the SmartList a remailer for the publicized list.
The SmartList Manual calls this a routine thing to do.

The exhibits are below. First, for context, why am I trying to do this?
DOS/Waffle has a 128 character per command limit that causes
V-MailServer to only get three or four addresses per mail message, thus
each article sent to the 150 subscribers is 40 or 50 mail transactions.
Theonomy-L has been tying up too much of the uucp bandwidth between
NCoast and the rest of the world and Rich finally said "Enough is
enough!" This was supposed to be a quick expedient to move those 150
copies in one or two uucp transactions instead of 40 or 50, while I
continue slowly bringing up the Linux machine to take over as dlh.com.

Things I have tried for daemon_bias:

Each of those produced "Mail from a daemon" bounces to the list owner.

In the recipe in rc.submit that references daemon_bias, I tried
commenting out each condition line except the first and last, trying to
find something I could do that changed things. No change.

Here is a sample of the headers of a message coming from
Theonomy-L(_at_)dlh(_dot_)com (stolen out of somebody's mailbox on dlh.com, I
don't have a clean way to quickly lay hands on the actual copy going to
Theonomy-L(_at_)NCoast(_dot_)org, which should differ only in the To: header):

I suppose that "V-MailServer/386" is what is labeling this daemon mail.
I don't know if I can change that without doing a binary edit on the
executable file. I have easy control of almost everything in those
headers if someone can tell me what has to change. (Of course, the To:
header is different in the copy that goes to 
Theonomy-L(_at_)NCoast(_dot_)org(_dot_))
(And I thought I had removed the Precedence: header.)

Is there any way it can be running a different copy of the rc.* files
than is in the directory containing the dist file?
