I guess `VB' means `Visual Basic'? If it is, you are probably working on
a Windows computer. AFAIK, procmail only exists on UNIX systems.
Therefore, most of the things suggested on this list won't help you.
If you want to implement an autoresponder/mail processer on your system,
I think the best you can do is install Pegasus Mail. Pegasus has the
ability to process incoming mail. I haven't used Pegasus' filtering very
much (I started reading my mail on the university's UNIX system), but I
think you can call programs based on the contents of incoming mail.
You can do almost anything with Pegasus that you can do with Procmail.
For a GUI mail app, it actually pretty decent - but not intuitive like
Agent or Eudora are.
There is a discussion list on Pegasus, you should check the docs that
come with it.

I got the copy of Pegasus I used to use from the simtel mirror at
