Has anyone used procmail/smartlist to periodically scan given usenet

I don't see where you want to use procmail in this sceme

Perhaps for the mailing list distribution. :-)

Of course Tobi is right that procmail/smartlist isn't directly relevent to
scanning the news directories, but it certainly has a place in building a
news/mailinglist mirror.

1a. cnews can be configured to mail new incoming articles to specified
recipients concurrently with posting them to the news directories. The
mirror list could be such a recipient.

1b. Alternatively, the freeware 'newsdigest' program maintains a .newsrc
file and create a mailable digest of the new articles, which can be
forwarded directly to the mirror list.

2. The procmail basis of Smartlist is directly useful in the reverse
direction, if the intent is that postings to the mirror list should be
reflected back to the newsgroup. In this case an incoming Smartlist rule
can redirect a copy of the incoming message to 'inews' for Usenet posting

3. Make sure that circularity is blocked!
