It sounds like there's a recipe that has the 'f' flag on it that
shouldn't. For example, no recipe that forward mail by piping it into
$SENDMAIL or using the '!' action should have the 'f' flag.
Otherwise, try turning on verbose logging and comparing the output
against your .procmailrc to see what recipes are being run. If it
continues on after what you thought should have been the last recipe
for a given message, then look closely at that recipe.
