Conditions on elements of file

I am thinkning of doing something like this :

:0
* !^FROM_DAEMON
* !^From: cat file name   <-- file contains list of people.

this is not for mailing list purposes. I just want to perform a condition 
on this file containing addresses of people ... one person per line / 
with delimiters whatever ....
 
can procmail do this ... ?
