This is the origin of your problem. You are using cat to add the message
to your reply. Unless you have a very weird UNIX configuration, cat is in
/bin, and not in /usr/local/bin . Normally, procmail includes
/usr/local/bin into its default path, so you can safely remove the line.
If this is not the case, replace the line by
PATH=$PATH:/usr/local/bin
