lockfile timeout

the lockfile -l switch doesnt seem to work for me.  regardless of what
value i use (ex, lockfile -3 -l 30 tmp.lock), the command immediately
breaks the lock and proceeds to wait for the 16 "suspend" seconds before
completion.  i can change the -s value.  any help?
