Here is an entry of the .procmailrc file. This seems to work
great! My question is: Can I modify this rule to not only send
the reply to the requester but also send an e-mail to the owner
of the responder that would let them know who just requested
info from the autoresponder.
Yes you can, and the solution is easier than you think.

And the mail will be BCCed to you. I use this feature when
rejecting e-mail from spammers. They get pissed thinking I didn't get
their e-mail, but in actuality I did and go and post the headers to
SPAM-L. :-)
