NOQUEUE error

Can someone tell me why I'm getting the following error when I try
sending to an alias that pipes to procmai.  Here is the syslog error
from sendmail 8.8.5
Jan 29 12:54:32 malibu sendmail[6875]: MAA06874: to="|/var/local/bin/procmail 
/var/local/admin/mail.rc", delay=00:00:02, xdelay=00:00:01, 
mailer=prog,stat=Sent
Jan 29 12:54:32 malibu sendmail[6879]: NOQUEUE: SYSERR(daemon):queuename: 
Cannot create "qfMAA06879" in "/var/spool/mqueue" (euid=1): Permission denied

My alias entry looks like this:
  mail: "|/var/local/bin/procmail /var/local/admin/mail.rc"

This worked just fine until I upgraded to 8.8.4 and 8.8.5.
